THE CONCEPT OF PROVIDING A CONTINUITY OF FUNCTIONING OF THE DISTRIBUTED INFORMATION AND TELECOMMUNICATION SYSTEMS ON THE BASIS OF QUANTUM METHODS OF SUBMISSION OF INFORMATION
