THE ANALYSIS OF PREPARATION OF HIGHLY QUALIFIED PERSONNEL IN HIGHER EDUCATION INSTITUTIONS OF THE MINISTRY OF EDUCATION AND SCIENCE OF THE RUSSIAN FEDERATION
