Methodology and problems of expert assessment. Part 2. Processing inconsistent pairwise comparison matrices using the vector model of expert competence
The analysis of the problem of an expert's assessment of the values of weighting coefficients reflecting the comparative importance of the attributes of the object of expertise is carried out. A distinctive feature of the task is that the expert has heterogeneous competence in the set of attributes being compared, which requires the use of a vector model of expert competence. The expert opinion is presented in the form of a pairwise comparison matrix, constructed as a result of a comparative analysis of the set of attributes of the object of expertise by comparing them in pairs using a scale of relations, used in the Saaty method. A number of ways are proposed to obtain a vector of the weighted average comparative importance of attributes, focused on the possibility of subsequent integration of the opinions of various experts both within one group and between different groups. The proposed methods make it possible to increase the internal consistency of the pairwise comparison matrix and are based on the operation of its idealization, which generates a set of ideal inversely symmetric matrices, and methods of Hadamard and additive convolution of expert information carriers.
