Approach to building a model of the object of expertise with the possibility of adjusting the competence of experts and evaluating the activities of the working group. Part 1. The method of constructing an attribute model
The proposed method belongs to the group of expert assessment methods and includes a survey of specialists in the field under study and a subsequent multi-stage analysis of the expert assessments obtained. The application of the method is divided into four stages: preparatory, evaluative, analytical and final, which in turn are divided into stages. Special attention is paid to the complex of works performed at the analytical stage of the method. The main purpose of the method is to build the resulting attribute model of the object of expertise, while considering only the indicators, and not their interrelationships. The constructed attributive model is the basis for both adjusting the competence coefficients of experts, taking into account the effectiveness of their work, and for identifying and evaluating the shortcomings made by the working group during the preparation of the expertise. The subsequent development of the attribute model allows to move on to a semantic model that takes into account the interrelationships of individual indicators and is used to assess the quality of the object of expertise using the analytic hierarchy process.
